Forward movementA piece of fiction must move forward in some way. Characters must act, react, choose. In other words, keep a line of "things" happening. A plot can neither climax nor resolve if characters are not making decisions and acting. Keep them in the path of other characters, who will force them to make choices and carve out their own destinies.
